: Scottish Government announces new Employment Support Programmes,

Employment Support Programmes from April 2017

Scottish Government optimistic about transitional employment services.

In one of the first exercises of devolved powers under the Scotland Act 2016, the Scottish Government will begin to deliver new employment support programmes from April 2017. The two new services will provide employment support to disabled people and those with long term health conditions;

  • Work First Scotland will deliver employment support for up to 3,300 disabled people, working with existing DWP providers of Work Choice in Scotland.
  • Work Able Scotland, managed by Skills Development Scotland, will ensure up to 1,500 starts for people with a health condition who want to enter work.

These 12 month transitional arrangements are ahead of a full Scottish programme of employment support commencing from April 2018 and will provide continuity of support for those who need it most. Speaking at an employability event run by the Learning and Work Institute, Minister for Employability and Training Jamie Hepburn said;

“The devolution of employment services offers a real opportunity, over time, to make Scotland fairer.

“While the Scotland Act does not go as far as we would wish, this is a significant first step towards developing the Scottish approach to employability. An approach that reflects fair work, social and economic inclusion, and treats services users with dignity and respect. I am therefore optimistic, ambitious and confident in our ability to maximise those opportunities.

“From next April, Scotland will have the power to design and deliver its own employment services for disabled people and those at risk of long-term unemployment. While our immediate priority is to ensure continuity of service for those who need it, we have a longer term vision to develop services that reflect the needs of our people, communities and economy.”

Skills Development Scotland, Senior Director of Service Development and Delivery, Neville Prentice, said:

“Work Able Scotland will ensure support and help for those with health conditions who face barriers to work to get into employment.

“We will work with DWP, service providers, health organisations and local employability partners to ensure Work Able Scotland offers support that meets individuals’ needs.”

PA: Website is boost for Jobseekers

Smart phone app planned

A joint project between Perth College, Perth and Kinross Council and 30 partner agencies to help young people and adults improve their job prospects is being hailed a success.

The Employability Network started in 2011 and provides support, opportunities, volunteering and work experience for locals with a disability, illness or a history of offending.

Tomorrow's meeting of the housing and health committee will hear that the number of individuals getting a job or being "supported to sustain their paid employment" has jumped from 86 to 191, an increase of 122% from last year.

Councillors will also be told how the Network plans to develop its services over the next three years, using feedback from last year’s survey of members.

Perth College UHI and PKC currently manage the Network's website and social media, and the committee will hear about plans to develop a mobile app for smart phones and other mobile devices. Ahead of the meeting, a council spokesperson told the PA: "There have been 4,874 Network website sessions accessed through 2014/15, approximately 400 visitors per month.

"The Network website is also looking to become mobile device accessible by the end of 2015. This is in response to an increase in the use of mobile devices.

"Social media is now also being coordinated through the Network's website and is again managed jointly by Perth College UHI and Perth and Kinross Council. The Network currently has 231 Twitter follows since the account was activated in January 2015.

"Training and awareness sessions are now regularly delivered to Network members at quarterly meetings. Topics covered include Self-Directed Support and Welfare Reform. The Network is also finalising a directory of training available for members across 38 themes. Courses will be detailed in a training directory which is hosted on the Network's website.

"A 2014/15 review detailed that there was an increase in the total number of clients supported – 1418 compared to 1402 last year. The review also detailed there was a 20% increase in the number of employers engaged compared with the 2013/14 performance review. This increased from 176 to 212.

"Councillor Dave Doogan, convener of the housing and health committee added: "The Network’s third year of operation has built significantly on the progress achieved during its first two years. "The evolving working relationships between partner organisations has led to continued progress in supporting people into employment and training.

"In addition, the development of the Network's website and progressive communication has contributed greatly to enhancing the Network’s capacity to support partner organisations in the exchange of information and publicising opportunities for clients"

Armed Forces Employability Pathway Information & Events

Running on until (7 hours 30 minutes)

Let the Armed Forces get you ready for work!

Armed Forces Logo

Imagine there was a team of instructors and motivators whose job it was to develop your self-confidence and personal skills. And imagine they ran a 5-day course on which you could bond with others, have a lot of fun, and show potential employers that you have what it takes?

That’s the idea behind the Armed Forces Employability Pathway (AFEP) - a joint partnership between Jobcentres and Britain’s Armed Forces.

Employers know the value of employing people who have undergone training with the Army. Why? Because military training brings out skills such as teamwork, problem solving, leadership, and high personal standards. AFEP allows you to brush up on these skills and show an employer you have what it takes to be a great employee.

The AFEP Package offers:

  • A 5-day Personal Development Course run by the Armed Forces (This can be either a residential course run at an Army camp, or a non-residential course run on a 9 until 5 basis at a local Army Reserve Centre)
  • A work placement and job interview.
  • Pre-employment training where appropriate.

Our instructors will take you through an experience designed to build your confidence which includes practical tasks to build your teamwork, leadership, problem-solving and communication skills. Depending on the local units, activities could include driving skills, vehicle repair, raft-building, obstacle crossing - all in a challenging but fun and safe environment.

You'll also learn about part-time and full-time jobs in the Armed Forces. Did you know that on top of a full-time civilian job, you can also get a part-time job with the Armed Forces Reserves that continues your personal development training which can earn you an additional £3,000 a year?

Why not place yourselves ahead of the pack? Show employers you are willing to develop your skills. Put yourself on an AFEP programme.

Key Points about AFEP

  • It's fun – feedback from previous jobseekers has been fantastic.
  • Jobcentres can consider payment of travel, childcare and replacement care costs while taking part.
  • You will be mentored through the course. Everyone is in the same boat - you all start as individuals and end up as a team.
  • You don't have to be super fit, but there is some physical activity and you need to be medically fit to start.
  • It can help break your pattern, change your thinking, and boost your confidence.
  • You can join the Reserves with no impact on benefits.

This is a personal development programme open to customers (unemployed or employed) aged 17 years 9 months to 29 years old.

The programme will be held at Barry Buddon and the Army will pick people up at Dundee and Arbroath Train Stations-around 9am to tie in with train arrival times.

The programme is residential –if someone doesn't want to be residential, they can still attend the Information Session which will be held at Perth Jobcentre on 1 October.

If you have anyone interested, please contact Marion or myself at Perth Jobcentre (01738 412906 or 01738 412914) for an information session time at Perth Jobcentre on 1 October 2015.

: A survey for disabled learners in colleges (or have been in the past) and parents/carers.,

Lead Scotland’s survey to improve things for disabled learners in colleges

Recent research has found that disabled learners in colleges aren’t progressing through learning levels as well as non-disabled learners, so we need your help to find out why this might be happening. If you’re in one of the following groups, then please spare 5-10 minutes to complete a short survey:

  • if you’re currently at college
  • if you’ve been to college in the past
  • if you’re the parent/carer of a disabled learners who is at (or has been to) college

Your help with this survey will really help us to put together an action plan to help colleges improve things for disabled learners across Scotland. This should help to reduce any barriers to learning, and give disabled people the same chances as non-disabled people.

We also need volunteers (both learners and parents/carers) to take part in interviews (either over the phone or in person) and focus group discussions to discuss your experiences at college and give us your suggestions on improving things. If you’re interested in taking part in either of these, please contact Lesley Carcary at lcarcary@lead.org.uk or tel. 0131 228 9441.

You can access the surveys here:

Royal National Institute of Blind People Scotland (RNIB) is providing specialist training for Scottish Union of Supported Employment (SUSE) members on May 6th, at the Stirling Management Centre, 10.30am – 3.30pm.

Assessing People with Sight Loss for Employment will enable participants to gain an in depth understanding of the barriers people with sight loss face, how to identify them, how to assess someone’s distance to employment and finally complete a specialist action plan which will take into account those unique barriers and help people move towards or into employment.

The training is free to members and £60 to non-members. Members who book on the training but can't make it on the day, and don't give 24hrs notice will be charged £60.
